- A General Assembly of members convened annually to oversee the Board and discuss policy issues. A Board of Delegates from its Regional and Thematic bodies, as well as a President elected from and by the membership oversees HIC. HIC coordination hub is its General Secretariat, operated by a general secretary and small staff.
- Regional Focal Points for: Africa Anglophone, Africa Francophone, Asia, Europe, Latin America/ Caribbean, North America, Middle East/North Africa, determine projects, communications and campaigns.
- Thematic Structures organized by specialized subject: Housing and Land Rights Network, Women and Shelter Network, Habitat and Environment Committee, and Working Groups form less-formal structures, joining HIC members with common interest in: Social Production of Housing and the Charter of the Right to the City.
The Board is composed of the following: the President of the Coalition; one representative from each approved region of the Association having 100 members or less. Regions with more than 100 members may have two representatives; one representative from each of the approved Networks; three delegates of the Women and Shelter Network; two invited members from social movements.
