HIC exige la justice sociale face à la crise COVID-19

Face à la situation de crise actuelle du CoVid-19 et aux mesures d’envergure annoncées par les Etats, Habitat International Coalition souhaite envoyer un message de solidarité, mais aussi faire appel à la justice sociale dans la lutte contre le virus. Une fois de plus, nous nous trouvons confrontés à un défi mondial qui doit être abordé sous l’angle de la justice sociale et des droits de l’Homme.

Dans les semaines à venir, de nombreux États mettront en œuvre des mesures qui toucheront tou-te-s les citoyen-ne-s. Ce qui est en jeu, c’est si les mesures prises permettent de sauver les personnes plutôt que les intérêts économiques. Dans ce contexte, nous demandons la reconnaissance, la défense et la pleine réalisation du droit de toutes les personnes à vivre dans un lieu sûr et dans la dignité, et nous appelons à la mise en œuvre, entre autres, des mesures suivantes:

  1. Justice sociale – protection des plus vulnérables: les sans-abri et les personnes vivant sans logement adéquat forment un groupe qui a été durement touché par cette crise. Nous appelons les gouvernements locaux et nationaux et la communauté internationale à répondre aux besoins critiques des personnes sans-abri pendant la pandémie.
  2. Moratoire des paiements de loyers: Une fois de plus, les secteurs les plus vulnérables de la population seront incapables de payer leur loyer et pour beaucoup d’autres, cela deviendra une charge importante dans un contexte où l’économie commence à stagner et les revenus à diminuer.
  3. Moratoire des paiements des hypothèques: Le recouvrement de dettes et d’intérêts par les institutions financières auprès des particuliers, des familles et des petites entreprises doit être arrêté.
  4. Mettre fin aux expulsions forcées: Aujourd’hui plus que jamais, les violations du droit à l’habitat, souvent commises au nom du « développement » et de « l’amélioration de la qualité de vie », doivent cesser.
  5. Il est temps de récupérer la valeur des services publics et des biens communs, et de profiter de cette crise pour mettre un terme à la privatisation de ces services essentiels. Le moment est venu d’intervenir toutes les ressources privées en matière de santé et de les mettre au service de l’intérêt général.

HIC appelle à ce que ce défi sanitaire mondial se transforme en une opportunité de changement social, en se centrant sur les personnes, en protégeant les droits de l’Homme de tous et toutes et en l’affrontant avec la solidarité, la justice, la mise en place de réseaux de soutien et les partenariats mondiaux.

Development Workshop Angola – Summary of the Emergency Action of Development Workshop Angola:

At this time of the COVID-19 crisis, more than half of Angola’s populations do not have access to piped potable water for consumption or basic hygiene in their homes. Many of the most vulnerable families obtain water from community standposts and wells with handpumps or have to buy water from water vendors. The maintenance of the supply of water to Angola’s most vulnerable families, living in high-density slums (where the Corona-virus could spread rapidly) is of the utmost importance. Development Workshop has promoted community water committees and trained women caretakers as water managers in key provinces across the country. At this time of the COVID-19 pandemic the role of community water managers has become pivotal, but also a high-risk activity. Development Workshop is leading an  emergency action to mitigate the transmission of the Corona-virus through the highly critical point of water-collection to Angola’s most vulnerable communities. The protection of front-line “water caretakers” is a main objective, as is the prevention of virus transmission at the water-collection point where people are obliged to meet. The action also uses the network of water committees to mount a public campaign on hygiene and anti-COVID-19 education.

Video diaries from Nairobi: Navigating food insecurity in times of the COVID-19 pandemic

To gain insights into the effects of the pandemic and navigate and cope with the resulting uncertain job, income and food production and supply spaces, TMG Research in partnership with the Mazingira Institute, is giving food system actors, from producers to consumers, a platform to report through video dairies, on their very own experience and navigation of securing their food and livelihoods.

Mazingira Institute is also documenting the local food production and distribution situation in Nairobi during the COVID-19 crisis.

Virtual meeting with HIC Members in Africa

As the COVID-19 emergency hits Africa, HIC called for a virtual meeting with all Members in the region to establish a space for collective learning and action. In the meeting, HIC Members voiced their concerns and experiences, as well as the measures already being taken in their countries. The meeting also served to hear Members’ needs and how the Coalition could support their national and regional efforts.
