Dix-neuf communautés à Phnom Penh sont menacées d’expulsion pour laisser place au développement immobilier. En juin 2006, lors d’un cas d’éviction particulièrement violent, 700 membres de la police militaire ont détruit les cahutes de la communauté de Sambok Chap et ont transporté les habitants à une trentaine de kilomètres de Phnom Penh, les abandonnant au milieu des rizières.
