Dear Sir/Madam,

In order to address the problem of slums and informal land developments, a phenomenon that confront cities around the globe, the Institute for Housing and Urban Development Studies-IHS, The Netherlands, and the Lincoln Institute of Land Policy, Cambridge, USA, are jointly offering for the third consecutive time the international course on land management and informal settlement regularisation that will take place in Rotterdam, during the period: 1-31 August 2007

There is a limited number of fellowships that are offered to applicants on a competitive basis according to professional experience, affinity with the theme and relevance of the course to his/her current work. Therefore, if you are looking for a sponsor, we advise you to react immediately to the nearest Netherlands Embassy in your country or contact <admission@ihs.nl> to get in touch with potential sponsors.
The course is designed in response to the needs of practitioners, senior executives of government and non-governmental organisations and researchers who are directly involved with housing and land policies and with the challenges of housing the poor in cities of developing and transitional countries. The programme is intensive in nature and innovative in various aspects, demanding a pro-active attitude from participants who engage in a number of specially designed learning environment that comprises of lectures, practical exercises, case study analysis, role-playing games, video films and policy debates. Various cases depicting citywide approaches in Latin America, Asia and Africa are herein presented. Participants attend the course will also experience ‘on site’ the Dutch way of dealing with squatters.

The programme will enable participants to understand the underlying causes of informality and to acquire the necessary skills and knowledge to design city wide upgrading programmes on the one hand, and to formulate policies that may prevent new slums formation. In that respect, the course develops capacities required to face the challenges in meeting the Target 11 of the Millennium Development Goal 7 and the Cities without Slums Initiative for the 21st Century.
